Number Station

You have been assigned the position of Operator at Number Station 30. 
Unscramble patterns heard on the radio using cipher cards.

Hints: 

Starting point:

The number 0 is a good reference point to start from.

Groups of numbers:

Except for the 'end of sequence', all patterns are made up of four numbers.

Coordinates:

The number zero only appears at the end of a radio channel's loop or when giving coordinates. For example: "0 3 0 2" indicates the switch in the third column, row 2. A coordinate is always followed by a different pattern that says what should happen to the switch at that coordinate.

Blank state:

The switches on the green routing matrix start in a random position. Turning all switches off first will make things easier.

Pattern example:

A simple example to decipher the state for a switch:
1) Wait for the voice channel to say "0 0 0 0 0", this means it completed its loop and will now restart.
2) The first pattern you hear will use the "0 X 0 Y", this is a coordinate for a switch, for example: "0 3 0 2".
3) The next pattern will be four numbers that matches the pattern of one of the cards. For example "1 7 5 7", meaning the switch must be set active.
4) These two patterns after each other mean that the switch in column 3, row 2, needs to be turned on.
